Bihar Land Survey:
The Revenue and Land Reforms Department of Bihar has set deadlines for important activities related to the ongoing land survey. Special survey camps at the local level allow landowners (Raiyats) to submit self-declarations, documents, and family trees.
Ground Survey to Begin in March
After a statewide awareness campaign, the ground survey will start in March. The survey teams are preparing for this process. Landowners must submit their self-declaration by March, either online or offline.
Physical Presence Not Required
Landowners do not need to be physically present for the survey. Those living outside Bihar can apply online via the lrs.bihar.gov.in website or the Bihar Survey Tracker app. However, if there is a dispute during the measurement process, a representative must be present.
Submit Family Tree Within 180 Days
Landowners can upload their self-declaration and family tree online. This must be done within 180 working days of the official notice or before the scheduled completion date, whichever is earlier. Having Khatiyan (land record) and Kawala (ownership document) is essential.
Updating Land Revenue Records
To update land revenue records, the Jamabandi Register (land revenue record) must be included, especially for land acquisition in government projects. Before issuing a land acquisition notice, revenue records will be verified based on Jamabandi and Khatiyan. Also, drone photography will be used for land demarcation.
Quick Land Transfer for Government Projects
The department has directed officials to speed up land transfer for government projects. In some cases, acquired land is still in the name of previous owners, causing legal disputes over compensation claims. Officials must complete the land transfer process on priority to avoid unnecessary conflicts.
Government Finds 17.86 Lakh Acres of Unclaimed Land
The ongoing land survey has identified 17.86 lakh acres of unclaimed government land across Bihar, mostly occupied by people. The government lacked proper data on available land before this survey.

Prevention of Land Manipulation: The government has locked land records to prevent tampering.

बिहार में भूमि सर्वेक्षण मार्च से शुरू, रैयत बिना भी होगा कार्य
राजस्व एवं भूमि सुधार विभाग ने बिहार में जमीन सर्वे को लेकर जरूरी गतिविधियों की समय सीमा तय करनी शुरू कर दी है। विशेष सर्वेक्षण शिविरों में रैयत अपनी स्वघोषणा, कागजात और वंशावली जमा कर सकते हैं।
मार्च से शुरू होगा ग्राउंड सर्वे
विशेष सर्वेक्षण को लेकर गांव-गांव चल रहे जागरूकता अभियान के बाद मार्च में ग्राउंड सर्वे शुरू होगा। सर्वेक्षण टीम की तैयारी जारी है। रैयतों के लिए स्वघोषणा की समय सीमा मार्च तक तय की गई है, जो ऑनलाइन और ऑफलाइन दोनों माध्यमों से की जा सकती है। इस प्रक्रिया को सुविधाजनक बनाने के लिए राजस्व एवं भूमि सुधार विभाग ने समय सीमा निर्धारित कर दी है।
शारीरिक उपस्थिति अनिवार्य नहीं
भूमि के रैयतों के लिए शारीरिक रूप से उपस्थित होना अनिवार्य नहीं है। जो लोग राज्य से बाहर रहते हैं, वे ऑनलाइन आवेदन कर अपनी जमीन का सर्वे करवा सकते हैं। मापी के समय यदि किसी विवाद की स्थिति उत्पन्न होती है, तो संबंधित भूमि मालिक का प्रतिनिधि आवश्यक होगा।
वंशावली अपलोड करने की समय सीमा
भूमि स्वघोषणा और वंशावली को ऑनलाइन अपलोड करने की सुविधा दी गई है। उद्घोषणा के प्रकाशन की तिथि से 180 कार्य दिवसों के भीतर या निर्धारित समय सीमा के पहले तक इसे अपलोड किया जा सकता है। खतियान और केवाला का होना अनिवार्य है, क्योंकि यह जमीन मालिक के लिए महत्वपूर्ण दस्तावेज हैं।
जमाबंदी पंजी होगी अनिवार्य
राजस्व रिकॉर्ड को अपडेट करने के लिए जमाबंदी पंजी के आंकड़ों को शामिल करना आवश्यक होगा। सरकारी परियोजनाओं में जमीन अधिग्रहण से पहले जमाबंदी पंजी के आधार पर रिकॉर्ड अपडेट किया जाएगा। इसके अलावा, अधिग्रहित जमीन का सत्यापन खतियान के आधार पर किया जाएगा और सीमांकन के दौरान ड्रोन स्टील फोटोग्राफी करवाई जाएगी।
अधिग्रहित जमीनों की दाखिल खारिज प्रक्रिया होगी तेज
सरकारी परियोजनाओं के लिए अधिग्रहित जमीनों की दाखिल खारिज की प्रक्रिया को तेजी से पूरा करने का निर्देश दिया गया है। किसी भी तकनीकी समस्या के मामले में रिपोर्ट मांगी जाएगी। इससे यह सुनिश्चित होगा कि अधिग्रहित जमीनें पूर्व रैयतों के नाम पर न रहें, जिससे दोबारा मुआवजे के दावे को रोका जा सके।
17.86 लाख एकड़ सरकारी जमीन पर अतिक्रमण
बिहार में जारी भूमि सर्वेक्षण में अब तक 17.86 लाख एकड़ सरकारी जमीन की पहचान की गई है, जिस पर आम लोगों का कब्जा है। 31 लाख खेसरा की पहचान की गई है, जिनका कुल रकबा 17.86 लाख एकड़ है। यह राजस्व और भूमि सुधार विभाग की बड़ी उपलब्धि मानी जा रही है।
सरकार के पास नहीं था जमीन का सटीक आंकड़ा
अब तक बिहार सरकार के पास भूमि का सटीक आंकड़ा उपलब्ध नहीं था। इस सर्वे के बाद राज्य में उद्योगों और सरकारी योजनाओं के लिए जमीन की कमी नहीं होगी। उद्योगपतियों के निवेश प्रस्तावों के लिए यह भूमि उपयोगी होगी, जिससे बिहार में बड़े पैमाने पर फैक्ट्रियों की स्थापना संभव होगी।
जमीन पर दावे की जांच
सरकारी जमीनों की पहचान होने के बाद अब उनकी जांच और पुष्टि की जाएगी। यदि किसी जमीन पर अवैध कब्जा पाया जाता है, तो कार्रवाई की जाएगी। यदि किसी व्यक्ति ने उस पर दावा किया है, तो उसके कागजातों की जांच की जाएगी।
भूमि विवादों का समाधान
राजस्व एवं भूमि सुधार विभाग के एसीएस दीपक सिंह के अनुसार, इस अभियान का उद्देश्य बिहार के सभी भूमि रिकॉर्ड को डिजिटल करना है, ताकि भूमि विवादों का स्थायी समाधान निकाला जा सके। बिहार में कई आपराधिक वारदातों की जड़ में भूमि विवाद रहे हैं। इस सर्वे से सरकार भूमि विवादों को समाप्त करने का प्रयास कर रही है। मुख्यमंत्री नीतीश कुमार ने राजनीतिक जोखिम उठाकर भी इस प्रक्रिया को आगे बढ़ाया है, ताकि भूमि संबंधी समस्याओं का समाधान किया जा सके।
