Strict Rules for Vehicle Owners in Bihar
Bihar: Major Update on DL-RC, Last Date is March 31
Until recently, traffic rules in Bihar were not strictly enforced. It was common for people to drive without a valid driving license, and both the police and transport department officials were often lenient. However, those days are over. Now, vehicle owners must ensure that all necessary documents are in order and strictly follow traffic regulations. Failure to comply will result in hefty fines as the transport department is tightening enforcement.
Link Mobile Number with DL-RC
The Transport Department has mandated that vehicle registration certificates (RC) and driving licenses (DL) must have an updated mobile number linked to them by March 31. The registered number must also be linked to the Aadhaar card. Although this rule has existed for some time, many people have not followed it. Therefore, March 31 has been set as the final deadline for compliance.
Heavy Penalty for Non-Compliance
If vehicle owners fail to update their Aadhaar-linked mobile numbers by March 31, they will be subject to fines. Additionally, pollution and fitness certificates will not be issued for vehicles with outdated or unlinked mobile numbers. To enforce this, necessary changes will be made to the vehicle software to ensure that these certificates are only issued once the mobile number is updated.
Progress on Mobile Number Updates
According to the transport department, updating the mobile number in the RC and DL is now mandatory for all vehicle owners in Bihar. The department urges all vehicle owners to update their Aadhaar-linked mobile numbers as soon as possible to continue accessing pollution certificates and other online services seamlessly. Since September last year, over 32,000 people have updated their mobile numbers in their RCs.
24 Lakh Vehicles Still Have Unlinked Numbers
A recent review by the transport department revealed that between 2014 and 2025, nearly 24 lakh vehicle owners have not updated their Aadhaar-linked mobile numbers. As a result, they are unable to avail online services. The update process can be completed through the Transport Services Portal. If the mobile number is not updated, the vehicle’s pollution certificate cannot be issued.
Issues Due to Un updated Mobile Numbers
Failing to update the mobile number in the RC and DL creates problems in identifying vehicle owners in case of accidents or other incidents. Additionally, those who violate traffic rules do not receive e-challan notifications due to outdated mobile numbers in the vehicle registration system.

सख्त हुआ परिवहन विभाग
बिहार में अब बिना ड्राइविंग लाइसेंस (डीएल) और वाहन रजिस्ट्रेशन सर्टिफिकेट (आरसी) अपडेट किए वाहन चलाना महंगा पड़ सकता है। पहले लोग नियमों की अनदेखी कर आसानी से वाहन चला लेते थे, लेकिन अब परिवहन विभाग सख्ती के मूड में है। अब वाहन चालकों को अपने सभी जरूरी दस्तावेज दुरुस्त रखने होंगे और यातायात नियमों का पालन करना होगा, अन्यथा भारी जुर्माना भरने के लिए तैयार रहना होगा।
डीएल-आरसी से जोड़ें मोबाइल नंबर
परिवहन विभाग ने सभी वाहन चालकों को 31 मार्च तक अपने डीएल और आरसी से आधार लिंक मोबाइल नंबर अपडेट कराने का निर्देश दिया है। यह नंबर आधार से जुड़ा होना अनिवार्य है। हालांकि यह नियम पहले से लागू है, लेकिन बहुत से लोग इसे नजरअंदाज कर रहे थे। अब उनके लिए 31 मार्च की अंतिम तिथि निर्धारित कर दी गई है।
नहीं किया अपडेट, तो लगेगा जुर्माना
यदि 31 मार्च तक वाहन मालिक अपना मोबाइल नंबर अपडेट नहीं कराते हैं, तो उन्हें भारी जुर्माना भरना पड़ सकता है। इसके अलावा, ऐसे वाहन मालिकों को प्रदूषण प्रमाण पत्र और दुरुस्ती प्रमाण पत्र भी जारी नहीं किया जाएगा। परिवहन विभाग ने इस प्रक्रिया को लागू करने के लिए अपने सॉफ्टवेयर में जरूरी बदलाव भी किए हैं।
अब तक कितने लोगों ने कराया अपडेट?
परिवहन विभाग के अनुसार, बिहार में सभी वाहन मालिकों के लिए डीएल और आरसी में मोबाइल नंबर अपडेट कराना अनिवार्य कर दिया गया है। सितंबर 2024 से अब तक 32 हजार से अधिक लोगों ने अपने वाहन की आरसी में मोबाइल नंबर अपडेट कराया है।
24 लाख वाहन अब भी बिना अपडेट
समीक्षा में पाया गया है कि 2014 से 2025 तक लगभग 24 लाख वाहन मालिकों ने अभी तक अपने आधार लिंक मोबाइल नंबर को अपडेट नहीं कराया है। इससे वे ऑनलाइन सेवाओं का लाभ उठाने में असमर्थ हैं। परिवहन सेवा पोर्टल पर जाकर मोबाइल नंबर अपडेट करने की सुविधा उपलब्ध है।
ई-चालान की सूचना नहीं मिलती
अगर वाहन मालिकों ने अपने आरसी और डीएल से मोबाइल नंबर अपडेट नहीं कराया, तो दुर्घटना या किसी अन्य स्थिति में उनकी पहचान करना मुश्किल हो सकता है। साथ ही, यातायात नियम उल्लंघन करने पर ई-चालान की जानकारी भी उनके मोबाइल पर नहीं पहुंच पाती है।
इसलिए, यदि आप बिहार में वाहन चला रहे हैं, तो जल्द से जल्द अपने डीएल और आरसी से मोबाइल नंबर अपडेट कराएं, वरना 31 मार्च के बाद परेशानी झेलनी पड़ सकती है!
